Grain, energy, and electromechanical products are the main import and export commodities in Liaoning Province. Promoting the optimal import and export of these commodities is of great significance for maintaining food security, energy security, and industrial security. Shenyang Customs, based on the characteristics and strategic positioning of Liaoning's industry, starts by supporting the expansion of import and export of key commodities, effectively ensuring the stability of the industrial and supply chains. In terms of imports, the focus is on introducing measures to ensure the import of energy resources, agricultural and food products, and automotive parts.
三、 Further improve customs clearance supervision services and enhance cross-border trade efficiency
In 2024, Shenyang, as a pilot city, participated in the special action to promote cross-border trade facilitation for the first time. Based on a deep understanding of the needs of local party, government, and enterprises, Shenyang Customs formulated 38 specific implementation measures and achieved significant results in improving the level of cross-border trade facilitation through the construction of service channels. In 2024, promote the operation of 886 China Europe freight trains (Shenyang), a year-on-year increase of 14.2%, accounting for nearly 60% of the Northeast region. Support the addition of 2 new channels for TIR international road transportation, complete 86 batches of origin supervision, and reduce one-way transportation time from 10 days to 7 days. In the process of formulating measures, we fully drew on, iterated, and optimized relevant experience and practices, focusing on innovative regulatory models and technology empowerment to introduce more measures. For example, promoting models such as "departure confirmation" and "railway express", and piloting customs characteristic facilitation measures such as the export goods railway public multimodal transport business model; Utilize the achievements of smart customs construction, replicate and promote innovative measures such as "remote local inspection" and smart telecommunications quarantine supervision; Strengthen the construction of the "China Europe Railway Logistics Information Platform". Through these measures, we can promote more efficient flow of cross-border trade goods, make it more convenient for enterprises, and optimize the business environment.
